Il y a l'&eacute;meute, et il y a l'insurrection; ce sont deux col&egrave;res; l'une a
tort, l'autre a droit. Dans les &eacute;tats d&eacute;mocratiques, les seuls fond&eacute;s en
justice, il arrive quelquefois que la fraction usurpe; alors le tout se
l&egrave;ve, et la n&eacute;cessaire revendication de son droit peut aller jusqu'&agrave; la
prise d'armes. Dans toutes les questions qui ressortissent &agrave; la
souverainet&eacute; collective, la guerre du tout contre la fraction est
insurrection, l'attaque de la fraction contre le tout est &eacute;meute; selon
que les Tuileries contiennent le roi ou contiennent la Convention, elles
sont justement ou injustement attaqu&eacute;es. Le m&ecirc;me canon braqu&eacute; contre la
foule a tort le 10 ao&ucirc;t et raison le 14 vend&eacute;miaire. Apparence
semblable, fond diff&eacute;rent; les Suisses d&eacute;fendent le faux, Bonaparte
d&eacute;fend le vrai. Ce que le suffrage universel a fait dans sa libert&eacute; et
dans sa souverainet&eacute;, ne peut &ecirc;tre d&eacute;fait par la rue. De m&ecirc;me dans les
choses de pure civilisation; l'instinct des masses, hier clairvoyant,
peut demain &ecirc;tre trouble. La m&ecirc;me furie est l&eacute;gitime contre Terray et
absurde contre Turgot. Les bris de machines, les pillages d'entrep&ocirc;ts,
les ruptures de rails, les d&eacute;molitions de docks, les fausses routes des
multitudes, les d&eacute;nis de justice du peuple au progr&egrave;s, Ramus assassin&eacute;
par les &eacute;coliers, Rousseau chass&eacute; de Suisse &agrave; coups de pierre, c'est
l'&eacute;meute. Isra&euml;l contre Mo&iuml;se, Ath&egrave;nes contre Phocion, Rome contre
Scipion, c'est l'&eacute;meute; Paris contre la Bastille, c'est l'insurrection.
Les soldats contre Alexandre, les matelots contre Christophe Colomb,
c'est la m&ecirc;me r&eacute;volte; r&eacute;volte impie; pourquoi? C'est qu'Alexandre fait
pour l'Asie avec l'&eacute;p&eacute;e ce que Christophe Colomb fait pour l'Am&eacute;rique
avec la boussole; Alexandre, comme Colomb, trouve un monde. Ces dons
d'un monde &agrave; la civilisation sont de tels accroissements de lumi&egrave;re que
toute r&eacute;sistance, l&agrave;, est coupable. Quelquefois le peuple se fausse
fid&eacute;lit&eacute; &agrave; lui-m&ecirc;me. La foule est tra&icirc;tre au peuple. Est-il, par
exemple, rien de plus &eacute;trange que cette longue et sanglante protestation
des faux saulniers, l&eacute;gitime r&eacute;volte chronique, qui, au moment d&eacute;cisif,
au jour du salut, &agrave; l'heure de la victoire populaire, &eacute;pouse le tr&ocirc;ne,
tourne chouannerie, et d'insurrection contre se fait &eacute;meute pour!
Sombres chefs-d'&oelig;uvre de l'ignorance! Le faux saulnier &eacute;chappe aux
potences royales, et, un reste de corde au cou, arbore la cocarde
blanche. Mort aux gabelles accouche de Vive le roi. Tueurs de la
Saint-Barth&eacute;lemy, &eacute;gorgeurs de Septembre, massacreurs d'Avignon,
assassins de Coligny, assassins de madame de Lamballe, assassins de
Brune, miquelets, verdets, cadenettes, compagnons de J&eacute;hu, chevaliers du
brassard, voil&agrave; l'&eacute;meute. La Vend&eacute;e est une grande &eacute;meute catholique. Le
bruit du droit en mouvement se reconna&icirc;t, il ne sort pas toujours du
tremblement des masses boulevers&eacute;es; il y a des rages folles, il y a des
cloches f&ecirc;l&eacute;es; tous les tocsins ne sonnent pas le son du bronze. Le
branle des passions et des ignorances est autre que la secousse du
progr&egrave;s. Levez-vous, soit, mais pour grandir. Montrez-moi de quel c&ocirc;t&eacute;
vous allez. Il n'y a d'insurrection qu'en avant. Toute autre lev&eacute;e est
mauvaise. Tout pas violent en arri&egrave;re est &eacute;meute; reculer est une voie
de fait contre le genre humain. L'insurrection est l'acc&egrave;s de fureur de
la v&eacute;rit&eacute;; les pav&eacute;s que l'insurrection remue jettent l'&eacute;tincelle du
droit. Ces pav&eacute;s ne laissent &agrave; l'&eacute;meute que leur boue. Danton contre
Louis XVI, c'est l'insurrection; H&eacute;bert contre Danton, c'est l'&eacute;meute.

 
De l&agrave; vient que, si l'insurrection, dans des cas donn&eacute;s, peut &ecirc;tre,
comme a dit Lafayette, le plus saint des devoirs, l'&eacute;meute peut &ecirc;tre le
plus fatal des attentats.

 
Il y a aussi quelque diff&eacute;rence dans l'intensit&eacute; de calorique;
l'insurrection est souvent volcan, l'&eacute;meute est souvent feu de paille.

 
La r&eacute;volte, nous l'avons dit, est quelquefois dans le pouvoir. Polignac
est un &eacute;meutier; Camille Desmoulins est un gouvernant.

 
Parfois, insurrection, c'est r&eacute;surrection.

 
La solution de tout par le suffrage universel &eacute;tant un fait absolument
moderne, et toute l'histoire ant&eacute;rieure &agrave; ce fait &eacute;tant, depuis quatre
mille ans, remplie du droit viol&eacute; et de la souffrance des peuples,
chaque &eacute;poque de l'histoire apporte avec elle la protestation qui lui
est possible. Sous les C&eacute;sars, il n'y avait pas d'insurrection, mais il
y avait Juv&eacute;nal.

 
Le ''facit indignatio'' remplace les Gracques.

 
Sous les C&eacute;sars il y a l'exil&eacute; de Sy&egrave;ne; il y a aussi l'homme des
''Annales''.

 
Nous ne parlons pas de l'immense exil&eacute; de Pathmos qui, lui aussi,
accable le monde r&eacute;el d'une protestation au nom du monde id&eacute;al, fait de
la vision une satire &eacute;norme, et jette sur Rome-Ninive, sur
Rome-Babylone, sur Rome-Sodome, la flamboyante r&eacute;verb&eacute;ration de
l'Apocalypse.

 
Jean sur son rocher, c'est le sphinx sur son pi&eacute;destal; on peut ne pas
le comprendre; c'est un juif, et c'est de l'h&eacute;breu; mais l'homme qui
&eacute;crit les ''Annales'' est un latin; disons mieux, c'est un romain.

 
Comme les N&eacute;rons r&egrave;gnent &agrave; la mani&egrave;re noire, ils doivent &ecirc;tre peints de
m&ecirc;me. Le travail au burin tout seul serait p&acirc;le; il faut verser dans
l'entaille une prose concentr&eacute;e qui morde.

 
Les despotes sont pour quelque chose dans les penseurs. Parole
encha&icirc;n&eacute;e, c'est parole terrible. L'&eacute;crivain double et triple son style
quand le silence est impos&eacute; par un ma&icirc;tre au peuple. Il sort de ce
silence une certaine pl&eacute;nitude myst&eacute;rieuse qui filtre et se fige en
airain dans la pens&eacute;e. La compression dans l'histoire produit la
concision dans l'historien. La solidit&eacute; granitique de telle prose
c&eacute;l&egrave;bre n'est autre chose qu'un tassement fait par le tyran.

 
La tyrannie contraint l'&eacute;crivain &agrave; des r&eacute;tr&eacute;cissements de diam&egrave;tre qui
sont des accroissements de force. La p&eacute;riode cic&eacute;ronienne, &agrave; peine
suffisante sur Verr&egrave;s, s'&eacute;mousserait sur Caligula. Moins d'envergure
dans la phrase, plus d'intensit&eacute; dans le coup. Tacite pense &agrave; bras
raccourci.

 
L'honn&ecirc;tet&eacute; d'un grand c&oelig;ur, condens&eacute;e en justice et en v&eacute;rit&eacute;,
foudroie.

 
Soit dit en passant, il est &agrave; remarquer que Tacite n'est pas
historiquement superpos&eacute; &agrave; C&eacute;sar. Les Tib&egrave;res lui sont r&eacute;serv&eacute;s. C&eacute;sar
et Tacite sont deux ph&eacute;nom&egrave;nes successifs dont la rencontre semble
myst&eacute;rieusement &eacute;vit&eacute;e par celui qui, dans la mise en sc&egrave;ne des si&egrave;cles,
r&egrave;gle les entr&eacute;es et les sorties. C&eacute;sar est grand, Tacite est grand;
Dieu &eacute;pargne ces deux grandeurs en ne les heurtant pas l'une contre
l'autre. Le justicier, frappant C&eacute;sar, pourrait frapper trop, et &ecirc;tre
injuste. Dieu ne veut pas. Les grandes guerres d'Afrique et d'Espagne,
les pirates de Cilicie d&eacute;truits, la civilisation introduite en Gaule, en
Bretagne, en Germanie, toute cette gloire couvre le Rubicon. Il y a l&agrave;
une sorte de d&eacute;licatesse de la justice divine, h&eacute;sitant &agrave; l&acirc;cher sur
l'usurpateur illustre l'historien formidable, faisant &agrave; C&eacute;sar gr&acirc;ce de
Tacite, et accordant les circonstances att&eacute;nuantes au g&eacute;nie.

 
Certes, le despotisme reste le despotisme, m&ecirc;me sous le despote de
g&eacute;nie. Il y a corruption sous les tyrans illustres, mais la peste morale
est plus hideuse encore sous les tyrans inf&acirc;mes. Dans Ces r&egrave;gnes-l&agrave; rien
ne voile la honte; et les faiseurs d'exemples, Tacite comme Juv&eacute;nal,
soufflettent plus utilement, en pr&eacute;sence du genre humain, cette
ignominie sans r&eacute;plique.

 
Rome sent plus mauvais sous Vitellius que sous Sylla. Sous Claude et
sous Domitien, il y a une difformit&eacute; de bassesse correspondante &agrave; la
laideur du tyran. La vilenie des esclaves est un produit direct du
despote; un miasme s'exhale de ces consciences croupies o&ugrave; se refl&egrave;te le
ma&icirc;tre; les pouvoirs publics sont immondes; les c&oelig;urs sont petits, les
consciences sont plates, les &acirc;mes sont punaises; cela est ainsi sous
Caracalla, cela est ainsi sous Commode, cela est ainsi sous H&eacute;liogabale,
tandis qu'il ne sort du s&eacute;nat romain sous C&eacute;sar que l'odeur de fiente
propre aux aires d'aigle.

 
De l&agrave; la venue, en apparence tardive, des Tacite et des Juv&eacute;nal; c'est &agrave;
l'heure de l'&eacute;vidence que le d&eacute;monstrateur para&icirc;t.

 
Mais Juv&eacute;nal et Tacite, de m&ecirc;me qu'Isa&iuml;e aux temps bibliques, de m&ecirc;me
que Dante au moyen &acirc;ge, c'est l'homme; l'&eacute;meute et l'insurrection, c'est
la multitude, qui tant&ocirc;t a tort, tant&ocirc;t a raison.

 
Dans les cas les plus g&eacute;n&eacute;raux, l'&eacute;meute sort d'un fait mat&eacute;riel;
l'insurrection est toujours un ph&eacute;nom&egrave;ne moral. L'&eacute;meute, c'est
Masaniello; l'insurrection, c'est Spartacus. L'insurrection confine &agrave;
l'esprit, l'&eacute;meute &agrave; l'estomac. Gaster s'irrite; mais Gaster, certes,
n'a pas toujours tort. Dans les questions de famine, l'&eacute;meute,
Buzan&ccedil;ais, par exemple, a un point de d&eacute;part vrai, path&eacute;tique et juste.
Pourtant elle reste &eacute;meute. Pourquoi? c'est qu'ayant raison au fond,
elle a eu tort dans la forme. Farouche, quoique ayant droit, violente,
quoique forte, elle a frapp&eacute; au hasard; elle a march&eacute; comme l'&eacute;l&eacute;phant
aveugle, en &eacute;crasant; elle a laiss&eacute; derri&egrave;re elle des cadavres de
vieillards, de femmes et d'enfants; elle a vers&eacute;, sans savoir pourquoi,
le sang des inoffensifs et des innocents. Nourrir le peuple est un bon
but, le massacrer est un mauvais moyen.

 
Toutes les protestations arm&eacute;es, m&ecirc;me les plus l&eacute;gitimes, m&ecirc;me le 10
ao&ucirc;t, m&ecirc;me le 14 juillet, d&eacute;butent par le m&ecirc;me trouble. Avant que le
droit se d&eacute;gage, il y a tumulte et &eacute;cume. Au commencement l'insurrection
est &eacute;meute, de m&ecirc;me que le fleuve est torrent. Ordinairement elle
aboutit &agrave; cet oc&eacute;an: r&eacute;volution. Quelquefois pourtant, venue de ces
hautes montagnes qui dominent l'horizon moral, la justice, la sagesse,
la raison, le droit, faite de la plus pure neige de l'id&eacute;al, apr&egrave;s une
longue chute de roche en roche, apr&egrave;s avoir refl&eacute;t&eacute; le ciel dans sa
transparence et s'&ecirc;tre grossie de cent affluents dans la majestueuse
allure du triomphe, l'insurrection se perd tout &agrave; coup dans quelque
fondri&egrave;re bourgeoise, comme le Rhin dans un marais.

 
Tout ceci est du pass&eacute;, l'avenir est autre. Le suffrage universel a cela
d'admirable qu'il dissout l'&eacute;meute dans son principe, et qu'en donnant
le vote &agrave; l'insurrection, il lui &ocirc;te l'arme. L'&eacute;vanouissement des
guerres, de la guerre des rues comme de la guerre des fronti&egrave;res, tel
est l'in&eacute;vitable progr&egrave;s. Quel que soit aujourd'hui, la paix, c'est
Demain.

 
Du reste, insurrection, &eacute;meute, en quoi la premi&egrave;re diff&egrave;re de la
seconde, le bourgeois, proprement dit, conna&icirc;t peu ces nuances. Pour lui
tout est s&eacute;dition, r&eacute;bellion pure et simple, r&eacute;volte du dogue contre le
ma&icirc;tre, essai de morsure qu'il faut punir de la cha&icirc;ne et de la niche,
aboiement, jappement; jusqu'au jour o&ugrave; la t&ecirc;te du chien, grossie tout &agrave;
coup, s'&eacute;bauche vaguement dans l'ombre en face de lion.

 
Alors le bourgeois crie: Vive le peuple!

 
Cette explication donn&eacute;e, qu'est-ce pour l'histoire que le mouvement de
juin 1832? est-ce une &eacute;meute? est-ce une insurrection?

 
C'est une insurrection.

 
Il pourra nous arriver, dans cette mise en sc&egrave;ne d'un &eacute;v&eacute;nement
redoutable, de dire parfois l'&eacute;meute, mais seulement pour qualifier les
faits de surface, et en maintenant toujours la distinction entre la
forme &eacute;meute et le fond insurrection.

 
Ce mouvement de 1832 a eu, dans son explosion rapide et dans son
extinction lugubre, tant de grandeur que ceux-l&agrave; m&ecirc;mes qui n'y voient
qu'une &eacute;meute n'en parlent pas sans respect. Pour eux, c'est comme un
reste de 1830. Les imaginations &eacute;mues, disent-ils, ne se calment pas en
un jour. Une r&eacute;volution ne se coupe pas &agrave; pic. Elle a toujours
n&eacute;cessairement quelques ondulations avant de revenir &agrave; l'&eacute;tat de paix
comme une montagne en redescendant vers la plaine. Il n'y a point
d'Alpes sans Jura, ni de Pyr&eacute;n&eacute;es sans Asturies.

 
Cette crise path&eacute;tique de l'histoire contemporaine que la m&eacute;moire des
Parisiens appelle ''l'&eacute;poque des &eacute;meutes'', est &agrave; coup s&ucirc;r une heure
caract&eacute;ristique parmi les heures orageuses de ce si&egrave;cle.

 
Un dernier mot avant d'entrer dans le r&eacute;cit.

 
Les faits qui vont &ecirc;tre racont&eacute;s appartiennent &agrave; cette r&eacute;alit&eacute;
dramatique et vivante que l'histoire n&eacute;glige quelquefois, faute de temps
et d'espace. L&agrave; pourtant, nous y insistons, l&agrave; est la vie, la
palpitation, le fr&eacute;missement humain. Les petits d&eacute;tails, nous croyons
l'avoir dit, sont, pour ainsi parler, le feuillage des grands &eacute;v&eacute;nements
et se perdent dans les lointains de l'histoire. L'&eacute;poque dite ''des
&eacute;meutes'' abonde en d&eacute;tails de ce genre. Les instructions judiciaires,
par d'autres raisons que l'histoire, n'ont pas tout r&eacute;v&eacute;l&eacute;, ni peut-&ecirc;tre
tout approfondi. Nous allons donc mettre en lumi&egrave;re, parmi les
particularit&eacute;s connues et publi&eacute;es, des choses qu'on n'a point sues, des
faits sur lesquels a pass&eacute; l'oubli des uns, la mort des autres. La
plupart des acteurs de ces sc&egrave;nes gigantesques ont disparu; d&egrave;s le
lendemain ils se taisaient; mais ce que nous raconterons, nous pouvons
dire: nous l'avons vu. Nous changerons quelques noms, car l'histoire
raconte et ne d&eacute;nonce pas, mais nous peindrons des choses vraies. Dans
les conditions du livre que nous &eacute;crivons, nous ne montrerons qu'un c&ocirc;t&eacute;
et qu'un &eacute;pisode, et &agrave; coup s&ucirc;r le moins connu, des journ&eacute;es des 5 et 6
juin 1832; mais nous ferons en sorte que le lecteur entrevoie, sous le
sombre voile que nous allons soulever, la figure r&eacute;elle de cette
effrayante aventure publique.

There is such a thing as an uprising, and there is such a thing as
insurrection; these are two separate phases of wrath; one is in the wrong,
the other is in the right. In democratic states, the only ones which are
founded on justice, it sometimes happens that the fraction usurps; then
the whole rises and the necessary claim of its rights may proceed as far
as resort to arms. In all questions which result from collective
sovereignty, the war of the whole against the fraction is insurrection;
the attack of the fraction against the whole is revolt; according as the
Tuileries contain a king or the Convention, they are justly or unjustly
attacked. The same cannon, pointed against the populace, is wrong on the
10th of August, and right on the 14th of Vendemiaire. Alike in appearance,
fundamentally different in reality; the Swiss defend the false, Bonaparte
defends the true. That which universal suffrage has effected in its
liberty and in its sovereignty cannot be undone by the street. It is the
same in things pertaining purely to civilization; the instinct of the
masses, clear-sighted to-day, may be troubled to-morrow. The same fury
legitimate when directed against Terray and absurd when directed against
Turgot. The destruction of machines, the pillage of warehouses, the
breaking of rails, the demolition of docks, the false routes of
multitudes, the refusal by the people of justice to progress, Ramus
assassinated by students, Rousseau driven out of Switzerland and stoned,&mdash;that
is revolt. Israel against Moses, Athens against Phocian, Rome against
Cicero,&mdash;that is an uprising; Paris against the Bastille,&mdash;that
is insurrection. The soldiers against Alexander, the sailors against
Christopher Columbus,&mdash;this is the same revolt; impious revolt; why?
Because Alexander is doing for Asia with the sword that which Christopher
Columbus is doing for America with the compass; Alexander like Columbus,
is finding a world. These gifts of a world to civilization are such
augmentations of light, that all resistance in that case is culpable.
Sometimes the populace counterfeits fidelity to itself. The masses are
traitors to the people. Is there, for example, anything stranger than that
long and bloody protest of dealers in contraband salt, a legitimate
chronic revolt, which, at the decisive moment, on the day of salvation, at
the very hour of popular victory, espouses the throne, turns into
chouannerie, and, from having been an insurrection against, becomes an
uprising for, sombre masterpieces of ignorance! The contraband salt dealer
escapes the royal gibbets, and with a rope's end round his neck, mounts
the white cockade. "Death to the salt duties," brings forth, "Long live
the King!" The assassins of Saint-Barthelemy, the cut-throats of
September, the manslaughterers of Avignon, the assassins of Coligny, the
assassins of Madam Lamballe, the assassins of Brune, Miquelets, Verdets,
Cadenettes, the companions of Jehu, the chevaliers of Brassard,&mdash;behold
an uprising. La Vendee is a grand, catholic uprising. The sound of right
in movement is recognizable, it does not always proceed from the trembling
of excited masses; there are mad rages, there are cracked bells, all
tocsins do not give out the sound of bronze. The brawl of passions and
ignorances is quite another thing from the shock of progress. Show me in
what direction you are going. Rise, if you will, but let it be that you
may grow great. There is no insurrection except in a forward direction.
Any other sort of rising is bad; every violent step towards the rear is a
revolt; to retreat is to commit a deed of violence against the human race.
Insurrection is a fit of rage on the part of truth; the pavements which
the uprising disturbs give forth the spark of right. These pavements
bequeath to the uprising only their mud. Danton against Louis XIV. is
insurrection; Hebert against Danton is revolt.

 
Hence it results that if insurrection in given cases may be, as Lafayette
says, the most holy of duties, an uprising may be the most fatal of
crimes.

 
There is also a difference in the intensity of heat; insurrection is often
a volcano, revolt is often only a fire of straw.

 
Revolt, as we have said, is sometimes found among those in power. Polignac
is a rioter; Camille Desmoulins is one of the governing powers.

 
Insurrection is sometimes resurrection.

 
The solution of everything by universal suffrage being an absolutely
modern fact, and all history anterior to this fact being, for the space of
four thousand years, filled with violated right, and the suffering of
peoples, each epoch of history brings with it that protest of which it is
capable. Under the Caesars, there was no insurrection, but there was
Juvenal.

 
The facit indignatio replaces the Gracchi.

 
Under the Caesars, there is the exile to Syene; there is also the man of
the Annales. We do not speak of the immense exile of Patmos who, on his
part also, overwhelms the real world with a protest in the name of the
ideal world, who makes of his vision an enormous satire and casts on
Rome-Nineveh, on Rome-Babylon, on Rome-Sodom, the flaming reflection of
the Apocalypse. John on his rock is the sphinx on its pedestal; we may
understand him, he is a Jew, and it is Hebrew; but the man who writes the
Annales is of the Latin race, let us rather say he is a Roman.

 
As the Neros reign in a black way, they should be painted to match. The
work of the graving-tool alone would be too pale; there must be poured
into the channel a concentrated prose which bites.

 
Despots count for something in the question of philosophers. A word that
is chained is a terrible word. The writer doubles and trebles his style
when silence is imposed on a nation by its master. From this silence there
arises a certain mysterious plenitude which filters into thought and there
congeals into bronze. The compression of history produces conciseness in
the historian. The granite solidity of such and such a celebrated prose is
nothing but the accumulation effected by the tyrant.

 
Tyranny constrains the writer to conditions of diameter which are
augmentations of force. The Ciceronian period, which hardly sufficed for
Verres, would be blunted on Caligula. The less spread of sail in the
phrase, the more intensity in the blow. Tacitus thinks with all his might.

 
The honesty of a great heart, condensed in justice and truth, overwhelms
as with lightning.

 
Be it remarked, in passing, that Tacitus is not historically superposed
upon Caesar. The Tiberii were reserved for him. Caesar and Tacitus are two
successive phenomena, a meeting between whom seems to be mysteriously
avoided, by the One who, when He sets the centuries on the stage,
regulates the entrances and the exits. Caesar is great, Tacitus is great;
God spares these two greatnesses by not allowing them to clash with one
another. The guardian of justice, in striking Caesar, might strike too
hard and be unjust. God does not will it. The great wars of Africa and
Spain, the pirates of Sicily destroyed, civilization introduced into Gaul,
into Britanny, into Germany,&mdash;all this glory covers the Rubicon.
There is here a sort of delicacy of the divine justice, hesitating to let
loose upon the illustrious usurper the formidable historian, sparing
Caesar Tacitus, and according extenuating circumstances to genius.

 
Certainly, despotism remains despotism, even under the despot of genius.
There is corruption under all illustrious tyrants, but the moral pest is
still more hideous under infamous tyrants. In such reigns, nothing veils
the shame; and those who make examples, Tacitus as well as Juvenal, slap
this ignominy which cannot reply, in the face, more usefully in the
presence of all humanity.

 
Rome smells worse under Vitellius than under Sylla. Under Claudius and
under Domitian, there is a deformity of baseness corresponding to the
repulsiveness of the tyrant. The villainy of slaves is a direct product of
the despot; a miasma exhales from these cowering consciences wherein the
master is reflected; public powers are unclean; hearts are small;
consciences are dull, souls are like vermin; thus it is under Caracalla,
thus it is under Commodus, thus it is under Heliogabalus, while, from the
Roman Senate, under Caesar, there comes nothing but the odor of the dung
which is peculiar to the eyries of the eagles.

 
Hence the advent, apparently tardy, of the Tacituses and the Juvenals; it
is in the hour for evidence, that the demonstrator makes his appearance.

 
But Juvenal and Tacitus, like Isaiah in Biblical times, like Dante in the
Middle Ages, is man; riot and insurrection are the multitude, which is
sometimes right and sometimes wrong.

 
In the majority of cases, riot proceeds from a material fact; insurrection
is always a moral phenomenon. Riot is Masaniello; insurrection, Spartacus.
Insurrection borders on mind, riot on the stomach; Gaster grows irritated;
but Gaster, assuredly, is not always in the wrong. In questions of famine,
riot, Buzancais, for example, holds a true, pathetic, and just point of
departure. Nevertheless, it remains a riot. Why? It is because, right at
bottom, it was wrong in form. Shy although in the right, violent although
strong, it struck at random; it walked like a blind elephant; it left
behind it the corpses of old men, of women, and of children; it wished the
blood of inoffensive and innocent persons without knowing why. The
nourishment of the people is a good object; to massacre them is a bad
means.

 
All armed protests, even the most legitimate, even that of the 10th of
August, even that of July 14th, begin with the same troubles. Before the
right gets set free, there is foam and tumult. In the beginning, the
insurrection is a riot, just as a river is a torrent. Ordinarily it ends
in that ocean: revolution. Sometimes, however, coming from those lofty
mountains which dominate the moral horizon, justice, wisdom, reason,
right, formed of the pure snow of the ideal, after a long fall from rock
to rock, after having reflected the sky in its transparency and increased
by a hundred affluents in the majestic mien of triumph, insurrection is
suddenly lost in some quagmire, as the Rhine is in a swamp.

 
All this is of the past, the future is another thing. Universal suffrage
has this admirable property, that it dissolves riot in its inception, and,
by giving the vote to insurrection, it deprives it of its arms. The
disappearance of wars, of street wars as well as of wars on the frontiers,
such is the inevitable progression. Whatever To-day may be, To-morrow will
be peace.

 
However, insurrection, riot, and points of difference between the former
and the latter,&mdash;the bourgeois, properly speaking, knows nothing of
such shades. In his mind, all is sedition, rebellion pure and simple, the
revolt of the dog against his master, an attempt to bite whom must be
punished by the chain and the kennel, barking, snapping, until such day as
the head of the dog, suddenly enlarged, is outlined vaguely in the gloom
face to face with the lion.

 
Then the bourgeois shouts: "Long live the people!"

 
This explanation given, what does the movement of June, 1832, signify, so
far as history is concerned? Is it a revolt? Is it an insurrection?

 
It may happen to us, in placing this formidable event on the stage, to say
revolt now and then, but merely to distinguish superficial facts, and
always preserving the distinction between revolt, the form, and
insurrection, the foundation.

 
This movement of 1832 had, in its rapid outbreak and in its melancholy
extinction, so much grandeur, that even those who see in it only an
uprising, never refer to it otherwise than with respect. For them, it is
like a relic of 1830. Excited imaginations, say they, are not to be calmed
in a day. A revolution cannot be cut off short. It must needs undergo some
undulations before it returns to a state of rest, like a mountain sinking
into the plain. There are no Alps without their Jura, nor Pyrenees without
the Asturias.

 
This pathetic crisis of contemporary history which the memory of Parisians
calls "the epoch of the riots," is certainly a characteristic hour amid
the stormy hours of this century. A last word, before we enter on the
recital.

 
The facts which we are about to relate belong to that dramatic and living
reality, which the historian sometimes neglects for lack of time and
space. There, nevertheless, we insist upon it, is life, palpitation, human
tremor. Petty details, as we think we have already said, are, so to speak,
the foliage of great events, and are lost in the distance of history. The
epoch, surnamed "of the riots," abounds in details of this nature.
Judicial inquiries have not revealed, and perhaps have not sounded the
depths, for another reason than history. We shall therefore bring to
light, among the known and published peculiarities, things which have not
heretofore been known, about facts over which have passed the
forgetfulness of some, and the death of others. The majority of the actors
in these gigantic scenes have disappeared; beginning with the very next
day they held their peace; but of what we shall relate, we shall be able
to say: "We have seen this." We alter a few names, for history relates and
does not inform against, but the deed which we shall paint will be
genuine. In accordance with the conditions of the book which we are now
writing, we shall show only one side and one episode, and certainly, the
least known at that, of the two days, the 5th and the 6th of June, 1832,
but we shall do it in such wise that the reader may catch a glimpse,
beneath the gloomy veil which we are about to lift, of the real form of
this frightful public adventure.
